I don't see Cartman saying "meanie," so I guess I'll go with "Bart Simpson."

Gotta be three - in no particular order: Joe Cobb, Farina and Wheezer. Their films and greatness speak for themselves.
On the other end, IMO, there was no bigger embarassment to Our Gang than Mickey Gubitosi. Over coached, cloyingly annoying and enough saccharine to clog anyone's innards for a few lifetimes.

Ugly?
No; it's an accurate thing to say.
Not that it's wee Bobby Blake's fault. Clearly he had the stuff to become a great actor. Because he did become a great actor. His portrayal of Perry Smith in In Cold Blood was amazing. But his weeping and wailing pushes the already borderline MGM shorts into unwatchable territory for me, and it would seem, many others.
Seems as though they were looking to replicate Wheezer circa the Dogs is Dogs era. Compare and contrast. Wheezer comes off as believable to the point where my little niece would have tears in her eyes watching him. Mickey G. sounds more like the kid I saw in CVS last night crying because his mother wouldn't buy him some Skittles.

Agreed, rhapsody. Not that I ever really dug Blake as an adult actor either, but he was the polar opposite from his Our Gang days - and that's a darn good thing! Jrsl, I'm sorry - it's just my opinion.

Stymie and Spanky (both when they were younger, scene stealers)
