Hal Roach seemed to prefer interesting faces over typically cute ones. Scotty may have been the only boy gang member hired during Roach’s tenure who was truly cute in the traditional sense. I think Wheezer during his heyday was just as cute as Scotty, but he was hired as a baby and grew into his cuteness later. And then grew out by age 7. Baby Spanky was adorable, but I think it was his personality that made him so.
Like Mickey Daniels before him and Jackie Cooper, Tommy Bond, and Alfalfa after him, Harry Spear was probably hired for his interesting "mug".

At the end of the day appreciation of 'cuteness' is subjective, one person's cute is another person's 'interesting.'

Of course it's subjective, which is why I used the phrase "in the traditional sense", but if you put that photo above of Scotty next to a photo of Harry Spear, I'd wager the majority of people would find Scotty to have been a much "cuter" child. But there is nothing wrong with a child actor not being traditionally cute, and in fact, I think Roach was spot-on with his non-cutesy casting.

From this picture I'd describe Harry as "cool" or "tough"... He looks like he'd punch me in the mouth if I ever called him "cute" ;D

Dickie Moore definitely had some movie star looks going for him. I saw him in Oliver Twist as well. And he's still alive.
