First and foremost, I googled best child actors, and Matthew Beard was listed! Darla Hood and Carl Switzer were, too. I'm wondering, though, if you personally could cast a new Little Rascals movie -- using child actors of any time, really, though it'd be too easy to use the actual actors in Our Gang -- what actors would you use? I think Mara Wilson would have made a good Mary Ann Jackson, provided some freckles got on her. Perhaps it was just her role in Matilda, but she portrays cynicism and that sarcastic air rather well. Aileen Quinn could've, too. Jacob Tremblay would make for a good Scotty Beckett, in my eyes. I see Eugene Lee somewhere in Pierce Gagnon's face. Anna Chlumsky had that rascal look, to her, though it's difficult to pin any one of the leading ladies to her. It's faint, but Toni Ann Gisondi could have played a cute Darla. Maybe. Or perhaps Nikki Hahn? Megan Charpentier could make a decent Jean, maybe? Maybe Rowan Blanchard could portray a cute Dorothy, so long as you curled her hair? Michelle Trachtenberg also had that rascal look to her... for me, at least. Maybe that's just me, though. It's obviously rather difficult to find likenesses of the Our Gang cast in current stars, but I still see them in some.

Finding the perfect actress to portray Darla would not be easy. Keep in mind it's not just the hairstyle, but she would require hazel eyes and a stuck-out chin.
This is why I would prefer to produce a new animated series, but I would use Flash animation. But given the last full animated series (the one by Hanna-Barbera) was unsuccessful in the U.S. and most likely overseas (except Germany and maybe France), no production company may be interested in my idea.

Finding the perfect actors and actresses to portray any one of them would be rather difficult. I feel the closest we've gotten would be either Jane (Heather Karasek) or Alfalfa (Bug Hall) in the 1994 film, but both of them are still mildly off. Hairstyle is easy to manipulate, of course, which is why I looked for facial resemblances too. Though, clearly Universal doesn't care any more, because we've got blond Spanky and a Mary Ann that doesn't bear any sort of resemblance to the original. Alongside that is a Darla with blue(?) eyes!

For me, physical appearance is second nature to performance.

For me, physical appearance is second nature to performance. All of the child actors I'm familiar with (Most of those who starred in 90's films, alongside Toni Ann Gisondi, Aileen Quinn, and Rowan Blanchard) have excellent performances-- in my opinion, at least. That's very true, although both are important for portrayals of deeply beloved characters.
