I'm not 100% sure, but I think it's from a "Hey Fellas!" (a.k.a. "Our Kids") short.

I've heard of the Hey Fellas! films, but I haven't yet ever actually seen one. I can't say for sure, but judging from the linked-to image, I would guess that Allen Hoskins and Norman Chaney are not the ones in the photo. I can see the resemblance, though, which I'm sure would have been considered a plus when the rival studio was choosing actors for their own version of Our Gang; assuming, of course, that this picture actually does come from a Hey Fellas! short.

The chubby boy is round enough, but that's not Norman's face. And that definitely isn't Farina.
Didn't "Hey Fellas" date back to the mid-20's?

Wasn't the story always that Chubby was found through a nationwide search in 1928 that included over 20,000 kids and that he made his screen debut with the gang in 1929? Although we know either the studio or his parents or possibly both were lying about his age, if he really was a screen actor in films just a few years earlier, that would be a major deception to pull off.
I can't say for sure because the excess weight is somewhat distorting this boy's facial features and we can't see his ears well enough to compare, but I don't think that's Norman.

The "Hey Fellas" series was around 1924/25. It was one of the earlier Our Gang ripoffs. I'm not sure if that's the series we're looking at in the photo, but I wouldn't be surprised. They basically put a black kid and a fat kid in the series, just like Our Gang.

Looking at this photo again, I'm becoming more and more certain that this is indeed from a "Hey Fellas!" short. I might have to take a look at one of the few "Hey Fellas!" shorts I have when I get the chance, as I can never remember what the kids in these rival groups look like. But the costumes definately look like "Hey Fellas!" costumes, and I think the little boy on the far left hand of the picture is Jingo Jones, who was that series' version of Farina.
A nice bit of trivia, Mickey Daniels' brother Cliff played the leader of the "Hey Fellas!" in several of those shorts.
