It turns out the Worldvision ad mentioned that the Rascals were, at times, juvenile crimefighters in the animated series. Maybe that explains Buckwheat's inventions and science skills - it comes in handy whenever things are going wrong.
Looking back at my recollection, they did encounter strangers in many episodes (such as "King of the Hobos" and "Pete's Big Break") and were acting as crimefighters in many shorts such as "All the Loot That's Fit to Print", "Grin and Bear It" and "The Irate Pirates", to name a few), otherwise it was involving thwarting Butch and Woim's, and Waldo's evil tactics (such as in "Alfalfa's Athlete's Feat", and "Tiny Terror" with regard to Butch and Woim, and "Horse Sense" and "Darla's Dream Dance" with regard to Waldo).
"Cap'n Spanky's Showboat" didn't seem to involve any such elements, as Captain Smokey was described by Spanky as their "old friend", which implies he was not a stranger to the Rascals, though the episode did involve a dramatic rescue scene towards the end, at which Spanky, Alfalfa and Darla put their lives at risk in an attempt to save their fellow gang members Buckwheat and Porky from going over the waterfalls. That particular 11-minute segment may have been a "jump the shark" moment, and for the segment to be rebroadcast in November 1983 during the second season, it can imply that this 11-minute segment may have been the highest-rated of them all.
