It's listed on eBay as FRANK-SINATRA-SIGNS-AUTOGRAPHS-FOR-OUR-GANG-KIDS-inc-DWAYNE-HICKMAN-Photo-c1940s. While I think that it's pushing things to describe Dwayne Hickman as a 'cast member' he did appear in one Our Gang short (Melodies Old and New 1942) along with Freddie 'Bully' Chapman who is also in the photograph. Logically then the photo probably dates from the same period in 1942. Freddie had more claim to being a 'cast member' because he did appear in a recurring role in several Our Gang shorts. So, for anyone who is interested in either Frank Sinatra, Dwayne Hickman, Freddie Chapman, or in a group of unidentified boys, the eBay listing can be viewed by clicking... HERE

Looks like it might be a publicity still for "The House I Live In" from 1945, which is sort of a famous short subject of the era about racial/ethnic equality.
