Granted, it seems unlikely at first due to Spanky's veneer of innocence and the fact he was born in Texas decades after the murders took place. But consider the evidence...
Jack The Ripper had a violent hatred of women. Spanky formed the He-Man Woman Hater's Club.
Jack The Ripper was sadistic and vicious. Spanky as an infant delighted in hunting bugs, punching total strangers in the nose, and shooting people with a pop-gun.
Jack The Ripper escaped capture. Spanky was rarely punished for his naughty behavior.
Jack The Ripper had the skill necessary to eviscerate women and remove vital organs. Spanky formed the He-Man Woman Hater's Club.
So is it possible, even probable, this beloved Rascal was actually one of the most gruesome serial killers in history? Come to think of it, no. No, it isn't. That's just silly. Never mind.

There was also the big giveaway clue, that his name wasn't Jack. However, why did Jack Davis suddenly leave the Gang? The same Jack Davis who bullied kids and attempted to bite off Mickey's ear, in The Champeen! Could he have been Jack the Ripper? Or maybe he was.... Son Of Jack!

That doesn't work because Jack Davis was, in fact, the Loch Ness Monster.

The ripping that comes to mind was Dorothy's attempted echoing of Chubby: "My heart is filled with joy, I want to rip my pants." Not very strong evidence against either of those two, though.

Harry Spear was really Jack The Ripper, that's why he used assumed names and later denied that they were him. He was laying a false trail to avoid detection. He also ripped the seat out of his pants in Wiggle Your Ears, which was a big clue, and he treated woman with utter disregard.
