Our Gang wannabes from the 1920s?

This item is advertised on eBay as two photos from the Our Gang/Little Rascals series, 1920s. I have no idea who these kids are except that I'm pretty much certain they've got nothing to do with Our Gang.

That's an interesting one. A few of them really do bear some resemblance to actual Gangsters. One girl in the back shares some facial similarities with Mary Kornman, and the boy wearing what appears to be horns on his head reminds me a little of Joe Cobb. The girl sitting in the chair looks as if she could be related to Scotty Beckett. I wonder if this could be from one of the "copycat" film series, though I don't recognize which one offhand.

The kid in the straw hat (in front of the boy with the horns on his head) kind of looks like Mary Ann Jackson. I have no idea where this is from. It doesn't appear to be from any of the commonly seen knock-offs (Mickey McGuire, McDougall Alley Kids, Hey Fellas, Big Boy). In fact, it looks almost as though it predates Our Gang.
